Energy Poverty

realization time: 01.2015-12.2018

Energy poverty has been studied by experts from the Institute for Structural Research since 2015. We have developed and adapted to Polish conditions measures of energy poverty applied in the European Union. We work on improving the measurement methodology, conduct research on the group affected by energy poverty and present proposals for its reduction. The results of our research are described in several publications and have been presented during scientific conferences and seminars.

The Project consists of the following stages:

  • calculation of the scale of the phenomenon in Poland with an appropriate methodology;
  • in-depth analysis of features of energy poor households in order to create effective policy instruments;
  • analysis of interactions between energy poverty and other forms of social exclusion in Poland;
  • description of regional differentiation of energy poverty in Poland (differences between rural and urban areas, differences between regions);
  • targeting of instruments to tackle energy poverty and the analysis of the effectiveness of these instruments using micro-simulation model;
  • analysis of the influence of energy poverty on air pollution and formulation of policy implications of this phenomenon.

From 2015 to 2016 and in 2017 (X – XII) the project was funded by a grant from the European Climate Foundation. In 2017 (I – IX) the project is funded by IBS own funds. In 2018 the project is financed by the Polish Ministry of Entrepreneurship and Technology and the Forum Energii.

International Annual Conference on Energy Poverty (EPAH) in Warsaw
On 19-20 September 2023, the International Conference on Energy Poverty took place at the Palace of Culture and Science in Warsaw. Jakub Sokołowski, Jan Frankowski, Joanna Mazurkiewicz, and Aleksandra Prusak represented IBS at the Conference.

Fuel poverty in Poland – from theory to practice
Like in the previous year, Institute for Structural Research organizes the seminar on fuel poverty*. We will present our recent findings on the topic. This year, our research focused on defining types of households at risk of fuel poverty, analysing its regional variation and proposing policies to eradicate the problem.
