Fostering ambitious and effective NECPs in Central and Eastern Europe

realization time: 01.2024 – 01.2026

The project “Fostering ambitious and effective NECPs in Central and Eastern Europe” aims to impact energy and climate policies in Bulgaria, Croatia, Poland, and Romania. Its mission is to align these countries with the European Union’s ambitious path to climate neutrality by 2050, addressing key challenges such as energy poverty, energy and climate security, and public acceptance of energy transitions.

The Institute for Structural Research (IBS) contributes to integrating societal perspectives into policy development. Key activities of IBS within the project framework include:

  • Crafting a methodology for a discrete choice experiment, focusing on evaluating public attitudes toward climate and energy policies.
  • Econometric modelling to assess public support for various policy options. This analysis will guide policy development in Bulgaria, Croatia, Poland, and Romania and assist these countries in understanding and applying these insights.

IBS’s role is crucial in embedding social preferences into policy frameworks, while the project focuses on creating a robust regional framework for NECPs. This framework aims to enhance the effectiveness of NECPs through comparative assessments and foster a multi-stakeholder dialogue involving policymakers, civil society, and businesses. The project aims to drive a strategic shift towards sustainable energy systems, ensuring energy security and social justice and reducing dependency on non-renewable energy sources, thereby aligning Central and Eastern European countries with EU energy and climate goals.
