Celem projektu była ocena skali oraz przyczyn występowania luki finansowej w dostępie przedsiębiorstw do finansowania zewnętrznego. Na tej podstawie sformułowano rekomendacje dotyczące wsparcia przedsiębiorstw w ramach polityki spójności w okresie 2014-2020. W ramach projektu opracowano metodologię badania luki finansowej możliwą do zastosowania przez instytucje zarządzające programami operacyjnymi. Projekt zrealizowano dla Ministerstwa Rozwoju Regionalnego.
