Społeczny Fundusz Klimatyczny. Jak ochronić gospodarstwa domowe przed wzrostem cen energii?

abstract:

Nowa opłata klimatyczna (ETS2) podniesie koszty ogrzewania węglem i gazem od 2027 r. Wyższe ceny energii budzą obawy o wzrost ryzyka ubóstwa energetycznego. Społeczny Fundusz Klimatyczny ma ochronić wrażliwe gospodarstwa domowe przed nadmiernym wzrostem cen. Sfinansuje transfery bezpośrednie i inwestycje obniżające zużycie energii, np. termomodernizację. Pokazujemy, że ryzyko ubóstwa energetycznego wzrośnie po wprowadzeniu ETS2. Stanie się tak nawet w przypadku realizacji inwestycji w termomodernizację. Dlatego transfery bezpośrednie będą konieczne. Budżet Społecznego Funduszu Klimatycznego będzie wystarczający, żeby transfery zabezpieczyły osoby z niskimi dochodami przed nadmiernym wzrostem cen.
