FERS – Measuring the gender pay gap in firms

The project aims to develop and make available a practical tool for measuring and interpreting the gender pay gap, supporting employers in meeting gender equality and pay transparency requirements. The solution will address the provisions of the EU Pay Transparency Directive (2023/970) and help firms analyse pay structures and identify the sources of gender-based pay inequalities.

The project is implemented in partnership with the Polish Confederation Lewiatan. IBS is responsible primarily for the methodological and analytical components of the project. IBS will review and assess existing approaches to gender pay gap measurement used in Poland and internationally, including econometric and semi-parametric methods applied to estimate adjusted pay differences. We will also analyse the methodological, technological and user-related limitations of different approaches, as well as possible ways of presenting results. Based on these analyses, IBS will co-develop the methodological framework of the tool, including recommendations regarding gender pay gap estimation, input data requirements, and reporting outputs, data anonymisation procedures, and compliance with digital accessibility standards.

In later stages, IBS will participate in testing and piloting the tool in firms, analysing pilot results, and developing recommendations supporting pay equality and pay transparency practices. IBS experts will also contribute to dissemination activities, communication materials, and consultations with public and social stakeholders. The project will result in an accessible and ready-to-implement tool enabling firms to systematically monitor the gender pay gap and adapt their pay practices to upcoming EU regulations. The project also aims to support the dissemination of good practices related to gender equality and pay transparency in the Polish labour market.
