The aim of the project is to support the City of Warsaw in developing the Warsaw Green Building Standard for the renovation of existing buildings by assessing its potential social impacts. The project focuses on how the planned solutions may affect different groups of building users, residents, contractors and municipal institutions, and on how to strengthen a fair, accessible and effective renovation process.
IBS’s tasks in the project include:
- reviewing the draft Warsaw Green Building Standard for Existing Building Renovations, as well as related strategic documents and municipal policies;
- mapping key stakeholder groups, including residents of municipal housing, users of public buildings, municipal institutions, contractors and industry organisations;
- diagnosing the local building renovation market, including identifying companies active in public procurement related to building renovation and assessing the participation of small and medium-sized enterprises;
- assessing the potential social impacts of implementing the standard, including benefits, risks and possible unintended consequences for different groups of users, residents, enterprises and workers;
- analysing the standard from a social equity perspective, taking into account distributive, procedural and recognition-related dimensions;
- conducting stakeholder consultations to verify the analytical findings and collect the perspectives of people and institutions that will be affected by the standard in practice;
- developing recommendations for the fair and effective implementation of the standard, including the organisation of the renovation process, communication with building users, public procurement, the quality of project documentation, and the development of capacity within the city administration and the local renovation market.
