The Deliverable 4.2 is a set of spreadsheets containing building-level and aggregated outputs of the LIHC (Low Income, High Costs) energy poverty indicator for the three pilot sites in the LOCATEE project: Rumia, Torres Vedras, and Piraeus. The indicator is estimated using a microsimulation procedure which generates synthetic households based on available building, demographic and national household survey data and estimates the share that meets the LIHC energy poverty criteria. The resulting value represents the estimated probability of energy poverty for households that could plausibly occupy a given building and is intended to support the identification and prioritisation of buildings and areas for energy poverty alleviation and renovation measures in the Energy Poverty Monitoring System (EPMS), developed by the consortium. The database and methodology provide reproducible and comparable outputs while ensuring that individual households are neither identified nor assessed.
