Jan Frankowski (IBS) welcomed participants and facilitated introductions, highlighting the diverse expertise of advisory board members, including energy efficiency, environmental management, and social advocacy. Jakub Sokołowski (IBS) presented main project assumptions and then the discussion part took place.
The discussion centred on the project’s structure and initial challenges, particularly in relation to multifamily apartment buildings. The participants emphasized the need for administrative data to identify energy poverty issues and the role of pilot municipalities in testing the LOCATEE toolkit. The ongoing dialogue with municipalities and the collection of data to inform roadmap for energy efficiency improvements in multi-family buildings were also outlined.
The board explored strategies for gathering data to build energy poverty indicators. The members highlighted the challenges of obtaining accurate qualitative measures, income-related indicators, and suggested integrating local knowledge and resources to enhance the project deliverables, using examples from various countries. All participants emphasized the importance of stakeholder engagement to gather insights on housing stock and energy poverty.
The advisory board members also deliberated on how to best ensure the scalability of the results, pointing to several initiatives such as local funds, tools to support residents in identifying their needs related to bill payments or retrofits.
