Impact of increased local cooperation on PES outreach to non-employed youths

One of the prime objectives of the reinforced Youth Guarantee is to engage vulnerable young persons and to encourage them to register as jobseekers. We piloted one relatively less resource-intensive method: organising workshops where local stakeholders working with vulnerable youth and local PES youth counsellors interact to start cooperation. These workshops seemed to be successful in building trust and convincing local stakeholders about the necessity to co-operate in order to reach out to vulnerable youths. Thus, the immediate outputs of the pilot confirmed to our goals. While the workshops seemed to help local labour offices retain their contacts with local stakeholders in the aftermath of the COVID-19 pandemic, we were unable to show statistically significant impacts on medium-term outcomes, such as the actual outreach activity or registration of youths.
