Jakub Sokołowski presented the paper “Relief or Retrofit? Designing ETS2 Revenue Recycling to Reduce Energy Poverty in Poland” at the FREECE Workshop 2025 “The Economics of Inequality and the Environment”, a one-day workshop organised by the Forum for Research on Eastern Europe: Climate and Environment (FREECE) and the Stockholm Institute of Transition Economics (SITE) at the Stockholm School of Economics on 28 November 2025. Co-authored with Marek Antosiewicz, the presentation used microsimulation on Polish household data to compare transfer-based and investment-based uses of ETS2 and Social Climate Fund revenues for reducing energy poverty and to propose an optimal sequencing of immediate relief and long-term retrofitting.
