2nd Local Stakeholders’ Workshop of the LIFE LOCATEE Project in Torres Vedras

This meeting brought together technicians from different fields of the Torres Vedras municipality, the local civil parish governments, and researchers.
On the 15th of July 2026, the 2nd Local Stakeholder Meeting on energy poverty mitigation and energy efficiency in multi-apartment buildings, within the context of the work being carried out under the LIFE LOCATEE project, took place at the Torres Vedras Municipal Environmental Centre.
The meeting started with an introduction by the municipality and expert presentations from NOVA FCT on the current state of energy poverty in the European Union and Portugal, and recent developments of the LOCATEE project, namely the energy poverty vulnerability mapping, the preliminary version of the Energy Poverty Monitoring System, and the cost-effectiveness assessment of energy renovation measures. The presentations were followed by interactive discussions. While exploring and discussing LOCATEE’s project findings, the participants explored:
- Overall challenges faced in promoting renovation in private multi-apartment buildings and tackling energy poverty.
- Overlapping and hidden vulnerabilities across the municipal territory and population
- Potential improvements in LOCATEE’s tools and analyses
- Municipal policy agenda, and support instruments and possibilities to integrate LOCATEE’s findings
- New local actors to be involved in the energy transition
The meeting was an important opportunity for direct exchange with policymakers, enabling a valuable feedback process on the technical tools being developed, which will serve policymakers at the end of the projects. It also sheds light on current challenges and potential solutions that need to be addressed to guarantee a fair energy transition in the municipality.
Thank you to all participants for the fruitful discussions that contributed to strengthening the project’s activities and co-created the envisaged transformation for Torres Vedras.
