Rising housing costs, high energy bills and the poor energy efficiency of buildings mean that an increasing number of European households are facing the problem of energy poverty. In the face of a deepening housing affordability crisis, it is becoming increasingly clear that housing and energy policies cannot be treated as separate areas of action.
The event highlighted the importance of new European instruments, such as the Energy Performance of Buildings Directive (EPBD), the Energy Efficiency Directive (EED), the Social Climate Fund and the European Plan for Affordable Housing. Participants agreed that effectively tackling energy poverty requires an integrated approach, combining social, housing and climate objectives, so that the energy transition is fair and leaves no one behind.
