Labour market in the Śląskie Voivodeship and climate neutrality in 2050

realization time: 01.2020-01.2021

The aim of the project is to assess the impact of achieving climate neutrality on the labour market in the Śląskie Voivodeship. A just transformation of the Silesia region is crucial for reducing emissions of the energy sector and minimizing the social costs of this process. In our project, we assume ambitious climate goals for Poland and we take into account the differences in structure and skills in employment projection in the mining sector.   In the project we will:

  • Construct a projection of the employment transition in the coal mining industry in the scenario of achieving carbon neutrality by 2050,
  • Assess the structural mismatch of employment in the mining industry until 2050,
  • Analyse how the structural mismatch in the mining industry can be managed,
  • Propose policies aimed at reducing worker churning in mining.

The project is funded by a grant from the European Climate Foundation.

We study the labour market transition pathways driven by the coal phase-out in Poland between 1990 and 2050. First, we apply the concept of branching points to describe the transformation of coal mining in the context of three labour market trends: structural changes, demographically driven changes in the labour supply, and educational ...

As a result of decarbonisation, the number of jobs in coal mining and mining-related industries will drop. However, the risk of increased unemployment related to this process can be minimised. To that end, to mitigate the consequences of the transition away from coal, it is necessary to halt the inflow of new workers, ...

The assumptions made in the analyzes depend on decarbonisation scenarios. IBS experts are currently relying on unofficial decarbonisation, taking into account their limitations. As new data and official scenarios become available, IBS will update its mining employment forecasts. The analysis was based on data obtained ...
