The event will bring together participants from more than a dozen European countries, including policymakers, researchers, public health experts and representatives of international organisations working on tobacco taxation and public health.
The conference will provide an opportunity to compare countries’ experiences with the taxation of tobacco and nicotine products and to discuss how tax policy can effectively combine public health and revenue objectives. The programme will cover, among other topics, lessons from the United Kingdom and France, tobacco tax reforms in Central and Eastern Europe, consumer responses to price changes, and the growing role of emerging tobacco and nicotine products. New research evidence will be discussed alongside the practical experience of those directly involved in designing and implementing public policies.
The discussions will involve representatives of the OECD, WHO, European Commission, national ministries of finance and health, and the research community. A dedicated policy panel will also examine Poland’s recent experience and the prospects for further reforms. By bringing together expertise from across Europe, the conference aims to facilitate an exchange of evidence and policy experience and to advance the debate on how tobacco taxation can reduce the consumption of harmful products while responding to a rapidly changing nicotine market.
