This paper contains a diagnosis of the problems the Polish government was facing at the end of 2009, and also proposes a package of solutions that will facilitate the stable reform of public finances and reduction of sustainable imbalance between revenue and expenditures of the budget, while maintaining the current framework of the new pension system, improving the efficiency of its operation.
