Ex-ante evaluation of the project of Malopolskie Voivodeship Development Strategy for the years 2011-2020

The main objective of the analysis was to make observations, conclusions and recommendations to improve the substantive and formal quality of the document. The scope of the ex-ante evaluation of the project Malopolska Voivodeship Development Strategy for the period 2011-2020 includes:

- evaluating the draft of Development Strategy as a key tool guiding, integrating and coordinating development activities in the province of Malopolska

- evaluating the accuracy and relevance of defining the conditions for updating the document and its original position covering the diagnosis of the socio-economic development forecast of trends, challenges and development,

- evaluating the correctness and validity of the model to define the long-term development of Malopolska (outlook 2030) and the medium-term vision for the region (outlook 2020),

- evaluating the correctness and relevance of defining the areas and the development of policies and actions, as well as verification of the ability of their achievements / performance in the conditions of operation of the regional government,

- evaluating the internal consistency of the project,

- assessment of the impact of socio-economic interventions identified in the draft,

- assessment of the implementation in the context of efficiency and effectiveness of the proposed solutions,

- verification and assessment of the financial framework adopted by the draft,

- evaluation of methods for upgrading the Strategy.
