Report on the economic impact of a significant reduction of the greenhouse gases emissions in Poland in 2030

The subject of the analysis assessed the economic impact of reducing greenhouse gases (GHG) emissions by 2030 to a level of 210 million tonnes CO2eq. Reducing emissions will include the energy sector, households, industry and agriculture. Details of the package were developed for limiting the emissions (ie, its breakdown by sector). The paper took into account the assumptions underlying its own scenario (BAU) of the emissions growth expected in the absence of extraordinary structural changes to improve resource efficiency (energy consumption and the oil intensity of production and consumption) and no change in the technology of electricity production, while continuing economic growth consistent with the expected convergent trend to the EU15 and the associated growth in electricity consumption, fuel economy, transport intensity. The result of the analysis is a report outlining both the assumptions of (BAU emissions-reducing elements of the package, anti-emission instruments of public policy, etc.) and the results (estimates of the impact on the economy) and the conclusions and recommendations for economic policy, energy and climate change resulting from there. The analysis covered the main macroeconomic variables: GDP, employment, unemployment, investment, public expenditure and income, private consumption. It considered the basic fiscal closure: (1) VAT, (2) the PIT, (3) public transfers, and (4) carbon tax. The economic impact of various options for reducing emissions was compared, and terminating the study conclusions and recommendations directly referred to the costs and benefits of each of the variants. The analysis drawn conclusions regarding the impact stage of the emission of greenhouse gases, supporting the improvement of the health care.
