The main objective of the project is to improve the quality of legislation and to develop analytical tools to support evidence-based policy-making in Poland.
Within the scope of the project, we will develop and implement a set of tools for cost-benefit analysis of regulatory changes. Proposed tools will have solid micro- and macroeconomic foundations. Most of them will be in form of an application (separate software or add-ins/macros for spreadsheets in e.g. MS Excel). Other will be developed as databases that support computation of the observed information to assess the impact. We will provide a set of guidelines in the form of a textbook how to use these tools in practice.
The final products will be developed during the project implementation and based on i.a. consultation with future users, appraisal of the Project Steering Committee and results of the co-operation with the foreign research partner.
The project will focus on the areas of (i) Environment, (ii) Infrastructure, (iii) Socio-demographical changes. Tools will be available on the web site, and we will train the end-users.
We co-operate with The Environmental Policy Research Centre Freie Universitaet Berlin - who has previous experience and skills in developing Cost-Benefit Analysis tools for Regulatory Impact Assessment (RIA) and has implemented several projects in this field.
The final product will consist of an application – a set of tools and a textbook (printed and digital version).
The project is co-financed by the European Union through the European Social Fund under agreement with The Office of The Prime Minister.
