The aims of the expertise were:
1. Presentation of diagnosis of the subjects covered by the expertise (analysis at the end of 2010) on issues of decentralization of public finances in Poland in the context of decentralization of development processes and increasing the role of local authorities to invest in the regional development.
2. Present recommendations for policy development in the above mentioned scope within the context of development priorities and objectives defined in national strategic documents. Indicating whether the proposed recommendations require legislative, institutional or programmatic changes. Recommendations should take into account the perspective of 2020 and 2030.
3. Analysis of objectives and development directions of the scope of expertise in the above mentioned strategic documents and assessment of the effectiveness of their implementation.
4. Evaluation of the implementation of development policy in the the above mentioned field, together with conclusions and recommendations for its modification.
