Critical response to prof Krzysztof Żmijewski's report "The danger of Carbon Leakage problem in Poland"

Basic idea behind this paper was to provide a critical response to prof Żmijewski's report. The text is polemical but on the other hand it had to scrutinize between those of prof Żmijewski's arguments that can justifiably be questioned and those that shed some new light on the carbon leakage dispute in Poland. Therefore we intended to put into attention the potential macroeconomic, labor market, sectoral and regional consequences of a gradual implementation of the ETS system in Europe in 2013-2020/2017 period. In particular we asked whether the problem of  potential emigration of the industry from Poland due to over taxation of carbon and import substitution is understood and addressed correctly both by the EC and the Polish government. We took prof Żmijewski's arguments and sorted them according to their weight, pointing out at those that could be exaggerated and recognizing those that should be treated seriously.
